Dholavira: A Historical Tourism Site
Dholavira, located on an elevated tract known as Khadir Bet in the Kachchh region of Gujarat, has yielded the remains of an important urban centre of the Harappan Civilization. Harappan settlements developed here in several phases from approximately the third millennium BCE to the middle of the second millennium BCE. Excavations have revealed the remains of fortifications, reservoirs, water-drainage systems, planned streets, residential areas, cemeteries and other urban structures, providing evidence of an established urban settlement. In 2021, Dholavira was inscribed on the UNESCO World Heritage List. This recognition significantly enhanced its heritage value and international tourism appeal. Today, besides archaeological, historical and educational tourism, Dholavira has also emerged as an important tourist destination for general visitors and has become part of the wider “Tourist Gaze” associated with the cultural landscape of Kachchh.
The archaeological potential of Dholavira was first identified in 1967–68 by the archaeologist J. P. Joshi. Subsequently, under the initiative of the Archaeological Survey of India (ASI), extensive and systematic excavations were carried out from the 1990s under the supervision of archaeologist R. S. Bisht. These excavations revealed a large and carefully planned Harappan urban settlement. Archaeological investigations have shown that its urban structure differed in certain respects from that of other major Harappan cities. In particular, Dholavira contained an intermediate or Middle Town between the fortified citadel and the Lower Town, giving the settlement a distinctive spatial organization.
The water-conservation system of Dholavira is especially noteworthy. Since the Kachchh region was extremely arid, the inhabitants developed an elaborate system of reservoirs and water-storage structures as an integral part of sustainable and long-term urban planning. The remains of this sophisticated water-management system continue to attract the attention of archaeologists and historians. In addition, excavations have revealed planned streets and drainage systems, as well as a wide range of craft and industrial objects, including pottery, stone tools, beads, seals, ornaments, and copper and bronze artefacts. Another important discovery is a large signboard containing a series of signs of the Harappan script. The inscription has not yet been conclusively deciphered. The archaeological remains of Dholavira have led archaeologists and historians to interpret the settlement as an important urban and economic centre within the Harappan Civilization and as a participant in wider networks of trade and exchange.
The significance of Dholavira as a tourist destination is steadily increasing. Alongside research visits by archaeologists and historians and educational visits by college and university students, Dholavira has become an attractive destination for general tourists. For visitors exploring the Rann of Kachchh, Dholavira is increasingly incorporated into their itineraries as an important heritage destination. Tourist numbers have increased considerably during the past decade. Approximately 70,000 visitors were recorded or estimated in 2016–17, and the figure rose to around 100,000 in 2017–18. These earlier figures were not based on conventional ticket sales because Dholavira did not have a standard entry-ticket system at that time. According to more recent tourism statistics, approximately 141,000 visitors visited Dholavira in 2022–23, while the figure reached around 222,000 in 2023–24. According to the Dholavira Tourism Master Plan, approximately 10–15 per cent of the total visitors are estimated to be foreign tourists. This proportion should, however, be understood as an estimate rather than as a separately published annual count of foreign visitors.
The period from November to February is generally regarded as the peak tourist season at Dholavira. Approximately 75 per cent of annual tourist footfall occurs during these months. The relatively favourable winter climate, together with the Rann Utsav and other tourism activities in Kachchh, contributes to the concentration of visitors during this period.
The Archaeological Survey of India is responsible for the conservation and heritage management of Dholavira. At the same time, the Government of Gujarat has undertaken initiatives to develop tourism infrastructure, including roads, accommodation, restaurants and other visitor facilities. The development of handicraft markets and spaces for cultural performances has also contributed to the expansion of the tourist economy around Dholavira. However, increasing tourist numbers also make sustainable management and the protection of the archaeological remains increasingly important.
An important issue in historical tourism is the role of Public History in presenting the past to visitors. In popular representations, Dholavira is often presented as a highly advanced and technologically sophisticated ancient city, with particular emphasis on its water-conservation system, urban planning and architectural structures. Such representations are based partly on genuine archaeological evidence, but they can sometimes become exaggerated. In some cases, guides or local people may identify particular architectural remains as a “stadium,” “palace,” “royal residence,” or similar structures, even when archaeologists and historians have not yet reached a definitive conclusion regarding their precise function. Therefore, a distinction should be maintained between archaeological evidence and later historical interpretation or popular representation.
In conclusion, Dholavira is not merely an archaeological ruin; it is also a testimony to the antiquity of Indian civilization and an important element in the construction of historical and cultural identity. The development of Dholavira as a historical tourism destination enables Indians to engage with the material remains of their ancient past while also presenting India's long and complex civilizational history to an international audience. At the same time, the growth of tourism creates a responsibility to preserve the archaeological site and to present its history accurately to both domestic and international visitors. The authorities, tourism professionals, local communities and tourists therefore share a responsibility to ensure that the heritage of Dholavira is conserved and that its Public History remains evidence-based, historically responsible and free from unnecessary distortion.
